the year is eighteen fifty five

despite our glorious queen's attempt at preventing piracy it is still on the rise. in fact, piracy has boomed since the recent arrest and escape of the notorious sky pirate arabella latimer. the attempt to follow in her footsteps and gain equal notoriety has paved the way for other pirates and left the queen's navy - both the sea and sky division - short of men and short of time. what makes this worse, is the prospect that approximately one sixth of the population are what is known as extraordinaries. these are people with "abilities".
extraordinaries are psychics, jekyll and hyde types, people with superhuman strength; and every single one of them is unique. extraordinaries are rare and some are dangerous. it is the job of the navy to ensure that these people are rightfully incarcerated. unfortunately, it's not that simple. rumour has told of a refuge, known only to the extraordinaries and possibly their allies. extraordinaries look no different to ordinary humans. the only way to tell an extraordinary from an ordinary is when they use their abilities. and they're planning an uprising, for their rights.
despite it being a golden age for tradesmen, pirates and the navy, there are still street urchins - people with no home - and the working class, while it encompasses the tradesmen and women. lords, ladies, the governor/governess, pretty much everyone else who earns more than a standard wage has authority over you. but you can make a difference. are you one of the lucky few to own your own legally acquired ship, or are you unlucky and forced to work in dank conditions? are you an extraordinary, or are you simply an ordinary person with a future that is destined to be extraordinary in your own right? who are you? where do you belong? where do you fit into our world? in a world of sky pirates and extraordinaries, what is your place?
